Basketball Rules
2010 SUMMER SEASON

All fees, rosters, and release forms must be turned in no later than 4:00 pm, June 25, 2010. NO EXCEPTIONS!!

League play will begin the week of July 5, 2010.

Entry fee $290.00. Make checks payable to NIRD. No out of town fee.

1. All basketball leagues shall be under the supervision of the New Iberia Recreation Department. This department reserves the right to make any adjustment or arrangements that will benefit the league or leagues as a whole.

2. All players participating in the adult basketball league must have reached their eighteenth (18) birthday before July 5, 2010. Fifteen (15) shirts will be awarded to the top two (2) finishers in leagues if league consists of six (6) teams or more. Teams may have a maximum of twenty (20) players on the roster. Addition may be made to the roster before the team's second game except to replace an injured player who is unable to complete the remainder of the season, and this must be done with the approval of the department.

3. Official LHSAA High School Basketball Rules will govern the league, except where amended with the following department rules.

4. All teams must turn in team roster and league fees no later than 4:00 pm, Friday, June 25, 2010. NO TEAM WILL BE CONSIDERED IN A LEAGUE UNTIL THEIR FEES ARE PAID AND ROSTERS TURNED IN. SCHEDULES CAN BE PICKED UP AT THE RECREATION DEPARTMENT ON WEDNESDAY, JUNE 30TH. TEAMS ARE RESPONSIBLE FOR PICKING UP THEIR OWN SCHEDULES. LEAGUE PLAY WILL BEGIN THE WEEK OF JULY 5, 2010.

5. League games will consist of two (2) sixteen (16) minute halves. The game clock will stop only for foul shots and time outs. There will be an exception for the last three (3) minutes of the game, when regulation clock will be kept. Each team will be allowed four (4) time outs per game.

GENERAL RULES

1. Teams must have at least four (4) players to start the game at game time. NO GRACE PERIOD ALLOWED

2. There will be a five (5) minute intervals between each half.

3. NO PROFANITY IS ALLOWED in the Community Centers at any time.

4. A PLAYER EJECTED FROM THE GAME FOR ANY REASON MUST LEAVE THE GYM AND THE COMMUNITY CENTERS IMMEDIATELY.

5. A. If a technical foul is called, opposing team will automatically receive two (2) points. No shots need to be taken.
B. No dunking is allowed. If it occurs, opposing team will automatically receive two (2) points. Player that dunks will be issued a technical foul, ejected from game, and suspended from the following game. If dunk happens again anytime during the remainder of the season, that player will be suspended for a minimum of ten (10) games.

6. No varsity or junior varsity (high school or college) students playing or having played during the current season will be allowed to play in the league.

7. NO EATING OR DRINKING IS ALLOWED IN THE GYM AREA. ALCOHOLIC BEVERAGES AND GLASS CONTAINERS ARE BANNED FROM THE GYM AND COMMUNITY CENTERS.

8. ALL TEAMS MUST WEAR JERSEYS OF THE SAME COLOR AND THESE MUST HAVE A NUMBER OF AT LEAST SIX (6) INCHES IN HEIGHT, AND THAT NUMBER MUST BE A PERMANENT TYPE, (IT MAY NOT BE TAPED OR PUT ON BY FELT TYPE PEN, ETC.) NO PLAYER MAY PARTICIPATE WITH THE SAME NUMBER AS ANOTHER PLAYER ON HIS TEAM. NUMBERS MUST BE BETWEEN 00 AND 99. TEAMS MUST HAVE SHIRTS BY YOUR 2ND PLAYED GAME OR YOUR TEAM WILL FACE A POSSIBLE FORFIET. UNIFORM SHIRTS WITH A NUMBER ARE VERY IMPORTANT IN KEEPING THE CORRECT STATS AT THE SCORERS TABLE.

9. The league will consist of eight (8) regular games. Teams with best standings will determine league winner. If record is tied then head to head will determine winner. If head to head is tied then a one (1) game playoff will determine the champion.

MISCONDUCT

1. MISCONDUCT ON THE PART OF ANY PLAYER AT ANY TIME CAN RESULT IN HIS SUSPENSION. THE NUMBER OF GAMES SUSPENDED IS TO BE DECIDED UPON BY NIRD. Any player so suspended must appear before the Recreation Department Officials and the Park Commission, if deemed necessary, before being reinstated to any Recreation Department facility or function.

2. Fighting among players will result in an automatic ejection from the game and suspension for the player or players responsible. Reinstatement to be decided on by the Park Commission.

3. Cursing an official or physical contact with any Recreation Department Official will result in an automatic suspension from the league, and all department facilities and programs for a period of NOT LESS THAN ONE (1) YEAR. Reinstatement can only come by appearing before the Park Commission.

4. Score keepers and clock operators are considered department officials and must be treated as such. Lineups must be turned in at least five (5) minutes before scheduled game time or that team will be assessed a technical foul at the start of the game, if the scorekeeper does not have time to complete the lineup by tipoff.

5. Any team wishing to protest a game must do so within seventy-two (72) hours of the game in question. The protest must be filed in writing, with a $25.00 protest fee to the New Iberia Recreation Department (NIRD). If the protest is ruled in favor of the team the protesting fee will be returned. If the decision is against the team protesting the fee will be lost. ALL DECISIONS OF THE RECREATION DEPARTMENT WILL BE FINAL. NO PROTEST WILL BE ACCEPTED ON JUDGEMENT CALLS.

TECHNICAL FOULS

THERE TWO TYPES OF TECHNICAL FOULS:
A) FLAGRANT
B) NON-FLAGRANT (REPEAT OFFENDERS WILL BE CONSIDERED FLAGRANT)

1) FLAGRANT ~ will automatically warrant ejection from the remainder of the game. (One half)
If given in the second half player shall sit the first half of the next game.

2) NON-FLAGRANT ~ not issued an ejection on first offense.
(Example: slapping backboard, delay of game, calling timeout when none is available, etc.)

MORE THAN ONE TECHNICAL:

TWO technicals will be ejection from the game and one (1) game suspension (two halves)


CURSING, THREATENING AN OFFICIAL OR PHYSICAL CONTACT- automatic one (1) year minimum suspension from all department programs and facilities. REINSTATEMENT will be permitted only by appearing before Recreation Superintendent.

MORE THAN ONE EJECTION-the same player ejected twice will automatically be suspended for the remainder of the year.

Due to the increase of controversy of the technical foul rule, I would like to simplify our policy. There should be no more questions.
1. You do not have to curse an official to get a technical.
2. Technical fouls can be given at any time: before, during, or after the game. Also, during a time out, on the bench, or in the restroom.
3. You do not have to be talking to the official to get a technical. Any smart remarks about the official or his calls will usually get you a technical.
4. If each trip down the court you yell or comment: "Where's the foul?", "3 seconds", "come on ref - call something", please be informed your time is coming, you will get one. No warning is necessary.
5. If you must run your mouth, keep it quiet and make sure the officials do not hear.

THE SEVERITY OF A TECHNICAL FOUL

1. A technical foul for slapping the backboard will be determined by the referee. Slapping the backboard trying to block the shot will be a non-flagrant 2 points awarded to opposing team if the defender does not touch the ball. Slapping the backboard without any chance of blocking a shot will be considered a technical foul (non-flagrant 2 points awarded to opposing team).
2. Delay of game technical foul will be a team technical foul (2 points awarded) unless determined by the referee that the player is continuously taking advantage of delay of game technical then referee may call flagrant technical on said player and he must sit out one (1) half.
3. Slamming the ball on the court and letting it hit the floor after the first bounce will constitute a flagrant technical (one half out). If the player slams the ball to the court and catches it before it hits the court again, he will get a warning from the referee or a delay of game technical as above. (Rule 2)
4. Cursing on the court, but not at the officials will constitute a technical foul if heard by the referee. This will be a non-flagrant technical (2 points awarded), but a warning will be issued by the referee and if it happens a second time during that game, a flagrant technical will be called on said player. EJECTION FROM THE REST OF THE GAME WILL BE ISSUED.
5. Cursing or obscene gestures or continuous baiting of officials before, during, or after a ball game will be reverted back to the misconduct rule #3 on page 3 of rules.
6. More than one flagrant technical foul on any player during one game will result in that player leaving the gym and community center at once. That player will also be suspended from the next game.
7. Flagrant technicals called by a referee for any reason other than Rule 5 will result in one half suspension.
8. Should a player get a flagrant technical and be sent to the bench and should he get a second technical while on the bench, it will be the same as two (2) technicals in one game and the suspension will be the same.

FIFTEEN (15) SHIRTS WILL BE AWARDED TO TOP TWO (2) FINISHERS IN LEAGUE IF LEAGUE CONSISTS OF 6 TEAMS OR MORE.
